Open Access Guidelines for Different States


Open access in transmission was first time introduced by CERC in February 2004, in pursuance of Electricity Act 2003. Transmission customers are divided in two categories, long term and short term. Different states are having different regulation charges for open access.

GUJARAT

For GETCO and four distribution companies DGVCL, MGVCL, UGVCL and PGVCL the charges applied are as below:

Case I: Charges for 5MW at 11KV Industrial Consumer Availing Intra – State Open Access for 1 month

In case of distribution open access, the transmission loss should be deducted and transmission charges @ Rs56.60 per MWh shall be recovered by MSEDCL.

The open access consumer shall also have to apply for transmission open access in case either the injection point or drawl point is connected on EHV (>33KV) network. In such case transmission charges @Rs56.40 per MWh shall be recovered by MSETCL.

ORISSA

Transmission charges:

At 25paisa/kWh for transmission of power at 400KV/220KV/132KV over OPTCL’s EHT transmission lines.

Long term open access consumer: Rs6000/MW/day (Rs250/MWh)

Short term open access consumer: Rs1500/MW/day (Rs62.5/MWh)

3.8% shall be deducted towards transmission loss and balance is liable to be delivered to open access customer at delivery point at 400KV/220KV/132KV.

KARNATAKA

Cross subsidy Surcharge has been reintroduced for consumers availing Open Access. The cross subsidy payable for the year 2012-13 by different category of consumers is provided in the table below:
