Recently MNRE has released a draft on National offshore wind energy policy to promote deployment of offshore wind energy.The very first idea of introducing this policy is to attract investments in energy sector,with a view of reducing carbon emissions and building research and development in energy sector.
Globally About 5 GW of offshore wind generation capacity is installed.There are a large number of offshore wind farms in Belgium, Denmark, Finland, Germany, Ireland, the Netherlands, Norway, Sweden, and the United Kingdom. The European Union have established aggressive targets to install 40 GW of offshore wind by 2020 and 150 GW by 2030.And in India the coastline of Kerala, Karnataka and Goa. The coastline of Rameshwaram and Kanyakumari in Tamil Nadu and Gujarat Coast shows reasonable potential.Preliminary assessment suggests potential to establish around 1 GW capacity wind farm each along the coastline of Rameshwaram and Kanyakumari in Tamil Nadu.The draft also talks about the possible challeneges in offshore wind energy deployment which includes esource identification, power grid interconnection and operation, and the development of adequate transmission infrastructure.
Ministry of New & Renewable Energy (MNRE) will be the Nodal Ministry for development of Offshore Wind Energy in India,and as the Nodal agency it has certain role in the deployment of offshore wind energy which includes :
- Co-ordination with other Ministries/Departments.
- Overall monitoring of the offshore wind development in the country.
- Issuing guidelines/directives for development of offshore wind energy.
- Oversee working and to provide necessary support to National Offshore Wind
- Energy Authority (NOWA) for smooth functioning.
- Promoting indigenous research for technology development
The National Offshore Wind Energy Authority will conduct surveys and enter into contract with project developers for development of offshore wind energy projects in territorial waters within 12 nautical miles of the shoreline.Preliminary resource assessments, environmental impact statements and oceanography surveys will be conducted through specialist agencies for demarcation of offshore wind energy blocks.The draft provides certain tax incentives such as tax holiday for first ten years of offshore wind power generation, concession in customs duty and exemption in excise duty for procurement of technology and equipments may be available to the manufacturers of the offshore wind turbines.As far as clearances are concerned various state and central bodies are involved.
